The Capital Market Authority has confirmed that Khwarizmi Capital Company has completed the requirements to commence business in securities advising, in an announcement published on 15 October 2026.

The firm's licence dates from an Authority approval granted in 2024. Under the Saudi regime a licence and the right to trade are two separate milestones: a licensed entity must still satisfy the Authority that it has the systems, capital and compliance function in place before it may deal with clients. The announcement closes that gap for Khwarizmi Capital and is issued under the Capital Market Law and its implementing regulations.

The clearance is routine in form and informative in aggregate. Advisory-only permissions are the cheapest way into the Saudi market, because they carry lower capital requirements than dealing or custody and do not oblige the holder to warehouse risk. A steady run of commencement notices in that category is one of the better available proxies for how quickly the Authority is widening the population of licensed intermediaries, as against the headline count of licences granted, which says nothing about whether a firm ever opened its doors.

That distinction matters for anyone reading the Saudi market from outside. The Authority has issued licences at pace through the current capital market development programme, and the gap between a licence and a working business has in several cases run to years. Commencement notices are where the attrition shows up, and the names that reach this stage are the ones actually competing for mandates.

For the advisory segment specifically, the competitive pressure is coming from two directions at once: established investment banks extending advisory arms into mid-market corporate work, and smaller independents built around a handful of relationships. Khwarizmi Capital now sits in the second group with permission to compete.

The Authority publishes commencement notices on its own media centre and does not comment on individual firms beyond the regulatory fact.
