Apicorp appoints Khalid bin Ali Al Ruwaigh as Chief Executive Officer

The Arab Petroleum Investments Corporation (Apicorp) appointed Khalid bin Ali Al Ruwaigh as Chief Executive Officer on May 16, 2022, replacing Ahmed Ali Attiga who served in the role for five years. The appointment marks a leadership transition at a multilateral financial institution owned by ten Arab oil-exporting nations as the energy sector faces unprecedented shifts toward renewable sources and energy transition.

Al Ruwaigh assumes responsibility for steering Apicorp's financing, equity investment, and advisory operations across the MENA region. Board Chairman Aabed Al Saadoun said the appointment 'marks a new chapter in Apicorp's journey of transformation amidst the shifts in the energy and financial sectors' and that Al Ruwaigh's 'wealth of knowledge and experience, having worked in a broad range of industries, will be instrumental in continuing our strong momentum in support of a balanced approach to the energy transition agenda and sustainable development goals.' Al Ruwaigh stated he looked forward to 'connecting industry stakeholders, develop innovative solutions, and support projects which have a positive, tangible, and lasting impact on the lives of people in our part of the world.'

Al Ruwaigh held an MBA from California State University and a Bachelor's degree in Information Systems from King Saud University. Before joining Apicorp, he served as Chief Executive Officer of Emirates NBD Capital KSA from March 2019, where he managed portfolios spanning public and private equity, real estate, and fixed income. His career spans multiple asset classes within financial services, though the announcements did not detail roles earlier than his Emirates NBD appointment.

Apicorp is an energy-focused multilateral financial institution established in 1975 and headquartered in Dammam, Saudi Arabia. The institution provides project finance, trade finance, equity investments, and advisory services to the energy sector across 25 countries. It maintains investment-grade credit ratings from all three major agencies (Moody's, Fitch, and S&P) and manages a loan portfolio of approximately $4 billion. Environmental and sustainability-linked projects comprised 13 percent of its portfolio at the time of Al Ruwaigh's appointment, positioning Apicorp within an industry sector undergoing rapid energy transition demands.

The appointment signals a focus on blending financial expertise with energy sector knowledge during a period of structural transition. Al Ruwaigh's background in multi-asset class finance, combined with his leadership of a regional investment bank, suggests continuity in commercial standards rather than a strategic pivot. The board emphasized the need to adapt to 'shifting energy and financial sectors,' and the emphasis on energy transition in public statements indicates Apicorp's intention to balance traditional hydrocarbon-focused lending with emerging renewable and sustainable infrastructure investments. Al Ruwaigh's prior role managing diverse asset classes implies capability for executing such a balancing act, though his appointment does not represent a departure from the institution's core mission of supporting the Arab energy sector.
