The Bahrain Institute of Banking and Finance has appointed Dr Yousif Almas as chief executive officer, effective on the eighth of November. The year is 2026, signalling the organisation's commitment to strengthening financial education and digital innovation across the Middle East and North Africa. Almas, a senior banking executive with more than two decades of experience in digital transformation and artificial intelligence, departs Bank ABC, where he served as Group Chief Digitisation Officer and Group Chief Innovation Officer, to lead the semi-governmental training institute through its next phase of growth.

The appointment marks a significant leadership transition for BIBF, which has trained over 100,000 students since its establishment in 1981. HE Khalid Humaidan, Governor of the Central Bank of Bahrain and Chairman of the BIBF Board of Directors, said Almas is "well placed to lead the institute into its next phase" given his extensive experience in leadership, academia and digital innovation. Almas acknowledged BIBF's distinguished legacy and said he would work closely with the board, team and partners to deepen the institute's contribution to financial services and the national economy. No executive search firm involvement was mentioned in the announcement.

Almas brings a distinctive blend of banking operations and technological expertise. He holds a doctorate from the University of Surrey, where his research focused on artificial intelligence and behavioural finance. Beyond his tenure at Bank ABC, a major MENA-based international bank with operations across five continents, Almas played a founding leadership role at ila Bank, Bank ABC's digital-only mobile banking arm launched in 2019 to revolutionise retail banking in Bahrain. Throughout his career, he has held board-level positions across the financial services and national development sectors, including membership on Tamkeen, the Bahraini labour fund, and Arab Financial Services. His track record demonstrates substantive engagement with both legacy banking infrastructure and frontier-market fintech innovation.

BIBF is a semi-governmental training institute affiliated with the Central Bank of Bahrain, established in 1981 as the Bahrain Bankers Training Centre. The institute delivers more than 400 training courses across banking, accounting, Islamic finance, insurance, information technology and management disciplines. It operates a Centre for Islamic Finance offering the Advanced Diploma in Islamic Finance, described as the oldest Islamic finance professional qualification globally, with a progression route into a UK MBA through affiliation with Bangor University. BIBF is largely responsible for the Bahrainization of Bahrain's finance sector and serves a constituency spanning the kingdom, the wider GCC and beyond. The institute is funded through a 1 per cent levy on annual payrolls of Bahrain's banks and insurance companies.

Almas's appointment suggests BIBF is positioning itself to address emerging demands in financial services education, particularly around artificial intelligence and digital financial infrastructure. Bank ABC itself has received recognition for digital banking innovation, winning Euromoney's award for Best Digital Bank in Bahrain in 2025, with ila Bank earning recognition as the fastest-growing digital bank in MENA Central. The appointment of an executive with demonstrated expertise in scaling digital platforms and managing innovation portfolios may signal BIBF's intention to expand offerings beyond traditional classroom-based banking and finance training into technology-driven curriculum areas. Whether this results in curriculum expansion, new centres of excellence or partnerships with technology firms remains to be seen, but the selection of a candidate specifically known for bridging banking and fintech cultures suggests the board is prioritising technological competency in executive leadership.
