Income Insurance Names Former Manulife Chief Khoo Kah Siang as Next CEO

Income Insurance has named Khoo Kah Siang as its next chief executive officer, filling a seat that has been vacant since late August and handing the role to an executive who has run a competing Singapore life insurer for most of the past decade.

Khoo takes up the position in January 2027, subject to approval by the Monetary Authority of Singapore. The regulatory condition is routine for a chief executive appointment at a licensed insurer and the four month gap between announcement and start date is consistent with a standard notice period rather than anything unusual in the transition.

He joins from Manulife, where he was chief executive of the Singapore business before moving up to lead the group's emerging markets operations across Asia. Earlier in his career he served as president of the Life Insurance Association Singapore, the industry body that negotiates with the regulator on distribution rules and product standards, which gives him an unusually direct working knowledge of the policy environment Income operates in.

A gap at the top

The appointment closes a leadership gap. Income has been without a permanent chief executive since the resignation of Andrew Yeo took effect at the end of August, and an interim arrangement has carried the business through the intervening period. Insurers tend to move quickly to fill the role because distribution partners and agency forces read a prolonged vacancy as instability, and a four month runway to a named successor is a faster resolution than many comparable searches have produced.

The task

Income occupies an unusual position in the Singapore market. It was built as a cooperative serving the labour movement and converted to a corporate structure in 2022, and it has since had to reconcile a social mission with the capital requirements of a commercial insurer. That tension became a matter of public argument when a proposed transaction involving a foreign acquirer was blocked, and the episode left the company with a strategic question it has not yet answered in public: how it funds growth without the capital a partner would have supplied.

Hiring a chief executive from one of the large international players is a recognisable answer to that question. Khoo spent his Manulife career inside a group that runs the capital-intensive protection and retirement products Income has said it wants to grow, and his emerging markets remit put him across several regulatory regimes rather than one. The skills he brings are those of a scale operator rather than a turnaround specialist, which suggests the board sees the task as execution rather than repair.

What happens next

Income has not indicated whether further management changes will accompany the appointment. The interim arrangement continues until Khoo formally takes up the role in January, and the Monetary Authority approval is the only stated condition outstanding.

The move also leaves a vacancy at Manulife's emerging markets operation, which the group has not yet filled publicly.
