Ahmed brings extensive government and infrastructure experience, having served as president of Bahrain's Electricity and Water Authority starting in 2022 and previously holding multiple ministerial positions in Bahrain. He was minister of transportation and communications from February 2012 through 2015, with responsibility for transport policy, civil aviation, and postal services. Before that, he spent eight years at Bahrain's Economic Development Board, where he rose to chief operating officer. Ahmed holds a master's degree in international project management from the University of Leeds and a bachelor's degree in civil engineering from the University of Bahrain. Albraikan, the outgoing CEO, holds a bachelor's degree in architecture from King Faisal University and brings over 15 years of experience in urban development. His prior roles included positions at Emaar Saudi Arabia and AlFozan Holding, among other development firms. Retal Urban Development, headquartered in Al Khobar in the Eastern Province, is a subsidiary of the Al Fozan conglomerate and operates as a joint-stock Saudi company engaged in residential, commercial, and mixed-use property development. The company recorded revenues of SAR 550.2 million (approximately USD 147 million) in 2024 with total assets exceeding SAR 1 billion. In 2025, net profits attributable to shareholders rose 10.22 percent year-on-year to SAR 293.30 million. The company has assembled a substantial portfolio including the Ewan villa collection, the Nesaj developments, and more recently announced projects worth over SAR 5 billion, including a Ritz-Carlton hotel in partnership with Marriott International. In June 2026, the company launched a SAR 1.9 billion real estate investment fund alongside Saudi Awwal Bank to develop Retal Heights, a mixed-use project in northern Riyadh.
