Phoenix Group has appointed Phillip Ross as Director of Data Center Design and Development, tasking the infrastructure specialist with leading design and delivery across the Abu Dhabi listed company’s growing portfolio of digital infrastructure assets. The appointment was announced in June 2026 as Phoenix accelerates a build out of artificial intelligence and high performance computing capacity spanning Europe and the Gulf.
In the newly defined role, Ross oversees data center design and development across the group, setting technical standards, shaping engineering approaches and managing the delivery of new facilities. His mandate places him at the center of one of Phoenix’s most strategically important growth areas, as demand for the computing power needed to train and run advanced AI models drives a wave of construction across the sector.
Ross brings close to two decades of experience in critical infrastructure, data center operations, engineering and technical services. He has held senior leadership positions at global data center operators and at international engineering and real estate services firms, giving him a track record that spans the design, construction and operational phases of large scale facilities. That breadth is central to Phoenix’s ambition to control quality and pace as it scales.
Phoenix Group, which is listed on the Abu Dhabi Securities Exchange, has positioned itself as one of the region’s more ambitious players in digital infrastructure, with interests that extend from data centers into high performance computing and related technology. The company has outlined plans for a pipeline exceeding one gigawatt of AI and high performance computing capacity across European and Gulf markets, a scale that requires deep engineering discipline to deliver on time and to specification.
The hire reflects a wider trend across the Gulf, where governments and listed companies are competing to build the physical backbone for artificial intelligence.
