Omar Samer Al-Halabi

Omar Samer Al-Halabi was appointed Chairman of the Syrian Sovereign Wealth Fund by Syrian President Ahmed al-Sharaa in October 2026, along with a concurrent role as Economic Affairs Advisor to the Syrian Presidency and member of the Supreme Council for Economic Development. The fund is central to Syria's post-war reconstruction efforts, overseeing investment projects and managing state assets.

Al-Halabi holds a Master of Business Administration with honors from IE Business School and has completed executive education programs in public policy, macroeconomics, innovative strategy and innovation at Harvard University, the Massachusetts Institute of Technology, Fudan Business School and the London School of Economics.
