Mohammed Ibrahim Al Shaibani is an Emirati government official and investment executive born in 1964 in Dubai. He holds a Bachelor of Computer Science from a university in the United States and is the Director General of H.H. The Dubai Ruler's Court, and Managing Director of the Investment Corporation of Dubai, the principal investment arm of the government of Dubai. He is also Chairman of Dubai Humanitarian, formerly known as the International Humanitarian City, the largest humanitarian hub in the world.

He started his career at Dubai Ports Authority and Jebel Ali Free Zone, where he worked for seven years. After that, he moved to Singapore where he spent four years as managing director of Al Khaleej Investments. Since 1998 Al Shaibani has held president's position with the Dubai Office, a private management entity for the Royal Family of Dubai, representing the ruling family's interests in London from 1999 to 2007.

In 2009, His Excellency played a pivotal role in restructuring the finances of some of Dubai's government related entities. During the 2009 global financial crisis, Al Shaibani played a pivotal role in Dubai's response, leading negotiations to restructure approximately $25 billion in debts held by Dubai World. He is also the Vice Chairman of the Supreme Fiscal Committee of Dubai which oversees the Emirate's fiscal policies, and is a member of Dubai's Executive Council, an entity charged with supervising and supporting Dubai's government bodies. He is also Chairman of Dubai Islamic Bank, the UAE's largest Islamic financial institution; Chairman of Dubai Healthcare City Authority; and Chairman of Kerzner International, a globally reputed leader in luxury hospitality.
