Shane Wingard has been appointed chief executive of Renewal SA, the South Australian government's land and property development agency, following a nationwide search.
Wingard takes the role after serving 11 months as acting chief executive. The agency said his appointment takes effect immediately.
He has more than 25 years of experience in the property sector and has led urban renewal, industrial and defence projects across South Australia. Wingard first joined Renewal SA in 2006, leading high profile projects including the urban renewal of Bowden during a nine year tenure, before returning in 2017 after a short period in the private sector.
His roles at the agency have included executive director of property and major projects, with responsibility for projects at Southwark Grounds, Bowden and Playford Alive. Earlier in his career Wingard was a project director at Rivergum Homes, a property manager at Colliers and a commercial leasing manager for Adelaide Airport.
Renewal SA staff were informed of the appointment by presiding board member Stephen Hains.
"Shane's appointment reflects the Board's confidence in his continued leadership of the organisation and in the strength, capability and future direction of Renewal SA," Hains said.
Hains said the agency was entering a period of growth and opportunity.
"Alongside increasing demand for housing, the agency is playing an expanding role in supporting investment, industrial and employment growth, and South Australia's growing defence sector," he said.
Under Wingard's leadership in the acting role, Renewal SA delivered the 200 million dollar Deep Maintenance and Modification Facility ahead of time and on budget. The agency has also formed partnerships with the private sector on the 1 billion dollar Southwark Grounds development and has partnered with Lanser on a project that will deliver 1000 homes at Onkaparinga Heights.
Wingard said it was a privilege to lead an organisation with such an important role in shaping the future of the state.
"Renewal SA has a significant growth agenda over the coming years, and I am confident we have the team and capability to continue delivering projects that increase housing supply, create jobs, attract investment and strengthen communities," Wingard said.
"I look forward to continuing to work with government, industry, our customers and community partners to deliver projects with pace and purpose that create lasting value for South Australia."
The appointment follows an orderly transition period. Wingard stepped into the acting role after the departure of Chris Menz in September last year, and the board confirmed him in the permanent role after the national search concluded.
Housing Minister Nick Champion said Wingard had already demonstrated his capacity to run the organisation.
"He has already proven his ability to lead the organisation through a period of change, and I look forward to working with him as Renewal SA continues to deliver more homes and major projects for South Australians," Champion said.
Renewal SA is the South Australian government agency responsible for land and property development, delivering residential, commercial, industrial and urban renewal projects on behalf of the state. Its current portfolio includes Bowden, Festival Plaza and the Tonsley Innovation District.
The agency published the appointment on 20 August 2026. Neither the agency nor the state government disclosed the terms of the appointment.
