Muna Al Osaimi Appointed CEO of Strategy and Corporate Governance at RTA Dubai

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, appointed Muna Abdulrahman Salah Abdulrahman Alosaimi as CEO of the Strategy and Corporate Governance Sector at the Roads and Transport Authority (RTA) under Executive Council Decision No. 61 of 2024. The appointment took effect immediately and was published in the Official Gazette.

The Strategy and Corporate Governance Sector sits within RTA's organizational structure as one of three support sectors alongside Corporate Administrative Support Services and Corporate Technology Support Services. The appointment came as part of broader governance restructuring at the authority, with Sheikh Hamdan issuing multiple executive decisions in September 2024 concerning leadership appointments across Dubai government entities. Al Osaimi's role places her on the RTA's Board of Executive Directors, the supreme authority that oversees implementation of the authority's planning, financial and technical affairs under the leadership of Director General Mattar Al Tayer.

Al Osaimi brings more than 19 years of experience in strategic planning, transportation planning, policy formulation and project portfolio management. She holds a bachelor degree in architecture from the United Arab Emirates University and an Executive Master in Big Data and Business Analytics from ESCP, a French business school. Al Osaimi served as Director of the Transportation Strategic Planning Department at RTA since 2017 and is recognised as the first female UAE national in railway design and management. Early in her career, she worked as Client's Design Manager on the Dubai Metro Red and Green Lines, subsequently leading the design team for Dubai Tram. She has drafted regulations and guidelines for Dubai, including the Dubai Rail Design Guidelines, Signage Manual and Noise and Vibration Guidelines. More recently, she led development of Dubai's transportation strategic plan, working on policies including fare structure and route planning. She also sits on the Dubai Supreme Council of Energy and the Dubai Urban Planning Coordination Committee.

RTA, founded in 2005, is Dubai's government authority responsible for planning and executing all transport and traffic projects in the emirate. The authority operates five agencies covering traffic and roads, public transport, licensing, rail operations and taxi services, alongside support sectors for strategy, technology and administration. RTA manages the Dubai Metro, the world's longest fully automated driverless metro system with a route length of 75 kilometres, as well as the Dubai Tram, extensive bus networks and marine transport. The authority employs between 5,000 and 10,000 people and generates annual revenue of approximately 0.9 billion dollars. In late 2024, RTA unveiled a 16 billion dirham, four-year Main Roads Development Plan incorporating 22 projects aimed at expanding road infrastructure across the emirate.

The appointment signals RTA's focus on strengthening internal governance and strategic planning capability. Al Osaimi's background in transportation and urban planning aligns directly with the sector role overseeing strategic direction and governance frameworks. The hire appears designed to leverage her established track record within the organization; her experience shaping Dubai's transport infrastructure and her recent focus on long-term transportation strategy positioning her as an internal candidate thoroughly versed in RTA's operational priorities and Dubai's evolving mobility requirements.
