Al Malek brings extensive credentials as a leading figure in Dubai's economic development ecosystem. He currently serves as Director General of the Dubai Development Authority, a position he has held since 2019, where he shapes the emirate's regulatory and planning framework. He holds the position of Chairman at TECOM Group PJSC, having assumed the role in 2022, and serves as Chairman of Emirates Integrated Telecommunications Company (du) since 2021. He also chairs the Dubai Institute of Design and Innovation and sits on multiple boards including the Higher Colleges of Technology, Mohammed Bin Rashid Library, and Dubai Free Zone Council. His early career was spent developing free zones; he joined Dubai Internet City in 2001 and was appointed Executive Director in 2008, later overseeing its transformation into a major ICT hub. Al Malek holds a bachelor's degree in business administration from the Higher Colleges of Technology.

Dubai Healthcare City (DHCC), established in 2002 by Sheikh Mohammed bin Rashid, operates as an independent regulatory free zone encompassing over 4,000 licensed healthcare professionals across two hospitals and more than 120 outpatient medical centers and diagnostic laboratories. The facility attracts global healthcare operators including Moorfields Eye Hospital, Johnson & Johnson, and Mediclinic. The Dubai Healthcare City Authority, the governing body, provides licensing, ensures clinical governance compliance, and facilitates business operations within the zone. The organization previously operated under Princess Haya Bint Al Hussein as Chairperson and managed capital investments across healthcare, education, research, regulatory, and real estate portfolios.
