Egis Names Steven Scott as Regional Director of Advisory for Middle East and South Asia

Egis, the Paris-headquartered infrastructure and engineering consultancy, has appointed Steven Scott as Regional Director of its Advisory business across the Middle East and South Asia, the company announced on August 12, 2026. The appointment comes as Egis accelerates expansion in the region and shifts focus from megaproject delivery toward strategic advisory services that bridge capital planning with operational execution across government and private sector clients.

Scott, who brings 34 years of experience in development and infrastructure consulting, including 18 years based in the Middle East, will lead the expansion of Egis' advisory footprint across the region. Frederico Justus, Chief Executive Officer for Egis in the Middle East and South Asia, said the appointment strengthens the firm's advisory capability at a time when governments and private clients are seeking partners who can connect strategy to delivery. The hiring reflects no external search firm involvement. Justus noted that Scott's track record in leading major advisory programs and his deep expertise in urban economics and capital planning position Egis to support the region's most ambitious development goals.

Scott has successfully led major projects and managed key client relationships across the UAE, Saudi Arabia, Qatar, Kuwait, and Oman throughout his career, working at the intersection of economics, spatial planning, and capital investment. In his new role, he intends to position the advisory team to work closely with clients both in shaping investment cases and ensuring delivery feasibility. Scott emphasized that clients currently need professionals who can convert capital plans into delivery sequences that prove workable on site, adding that his 18 years of relationship-building across the region will be applied to benefit Egis clients.

Egis operates across more than 70 countries with approximately 23,500 employees and generated 2.164 billion euros in revenue in 2024, achieving record performance across all business lines. The firm is ranked among the top design consultancies in the Middle East and ranks seventh globally in transportation and eighth in building design. The company's consulting and operations business line represents a cornerstone of its global strategy, spanning advisory, aviation, and operations and maintenance services. Egis has reinforced its Middle East footprint through strategic acquisitions including Projacs International and WME, positioning itself to capture market growth as governments and investors sequence expanding infrastructure pipelines.

Scott's appointment appears strategically timed. Middle East infrastructure construction is forecast to grow at a compound annual growth rate of approximately 5.51 percent through 2030, while South Asia's construction market is projected to expand at roughly 5.8 percent through 2028, driven by structural commitments to diversification, connectivity, and urban resilience. Regional governments are increasingly emphasizing operational readiness, delivery discipline, and public-private partnership models to manage risk and sustain momentum on major projects. By positioning advisory services at the center of how these programs are built, Egis appears to be responding to a fundamental shift in how regional clients approach complex capital programs, particularly as infrastructure strategy moves beyond greenfield expansion toward retrofitting, densification, and measurable performance outcomes.
