David Begg

David Begg was born on 7 March 1950 in Dublin, Ireland. He holds a master's degree in international relations from Dublin City University and a PhD in sociology from Maynooth University, positioning him as a rare leader who bridges academic research and labour policy practice.

Begg's extensive history in the trade union movement included heading the ESB Officers Association, the Communications Workers' Union, and the Irish Congress of Trade Unions, holding the latter role from 2001-2015 when he retired. He was chief executive of the charity Concern Worldwide from 1997 to 2001, demonstrating cross-sector leadership in both labour advocacy and international development. As general secretary of Congress, he was a key figure in the social partnership process and was centrally involved in negotiating a number of agreements with the government, employers, farmers and other groups.

In February 2021, Begg was appointed Chairperson of the Workplace Relations Commission for a five-year term following an open recruitment campaign. He has also been a director of Ireland's Central Bank (1995–2010), a governor of the Irish Times Trust (2001–2011), a non-executive director of Aer Lingus, a member of the National Economic and Social Council (NESC), and of the Advisory Board of Development Co-operation Ireland. He is an Adjunct Professor at Maynooth University Institute of Social Sciences and Chairperson of the Irish Pensions Authority.
