IBEC was founded in 1993 by the merger of the Federation of Irish Employers (FIE) and the Confederation of Irish Industry (CII). The organisation is headquartered at 84/86 Baggot Street Lower, Dublin, Ireland, with six regional offices and a Brussels office, along with an extensive international network in the UK and US.

Ibec has over 7,500 members spanning every sector of the economy, who together employ over 70% of the private sector workforce in Ireland. It provides a powerful voice in government on key international, national and industry issues impacting business, supported by 39 trade associations covering a wide range of industry sectors. As well as lobbying, Ibec provides a wide range of professional services and management training to members on all aspects of human resource management, occupational health and safety, employee relations and employment law. Ibec has over 260 employees.
