Dubai Government Human Resources Department (DGHR)

Dubai Government Human Resources Department focuses on modernizing and aligning human resources within Dubai's government sector. The DGHR is established to serve as the Government Entity in charge of developing an integrated strategy for Government human resources, of developing governance frameworks, and of updating human resource systems and practices at Government Entities.

DGHR is involved in strategically managing and supporting the transformation of human resources through upgrading the regulatory and organizational structure of governmental HR, updating HR applications and practices, and directing and planning the process of building national capacities. The department serves as a research base for knowledge generation and exchange across governmental agencies to enhance HR management and development. Notable initiatives include the 'Empowering Human Resources Departments' initiative that focuses on strengthening the efficiency of human resources departments within government entities and developing methodologies for empowering and advancing human resources.

The department was founded in 2009 and is based in Dubai, United Arab Emirates. Dubai Government Human Resources Department has approximately 149 employees as of March 2026.

Recent Leadership & Initiatives

In September 2024, ENOC Group, a leading integrated global energy player, partnered with the Dubai Government Human Resources Department (DGHR) to develop a framework to assess the behavioural competencies of its employees in the energy sector. Dubai Future Foundation, in partnership with DGHR, announced the launch of the Future of Government Work Accelerators Program, to support government entities in Dubai in adopting the best work practices.
