CoreCivic has appointed Lucibeth Mayberry as President and Chief Executive Officer, elevating an executive who has spent more than two decades inside the company to its top job. She also joins the board of directors, filling the seat vacated by her predecessor.
Mayberry succeeds Patrick Swindle, who has stepped down as President and Chief Executive and left the board for health reasons. Swindle had held the chief executive role since the start of this year, having served as President and Chief Operating Officer for the previous twelve months. He will remain available to the company as a special adviser through the handover, an arrangement the board framed as a deliberate continuity measure rather than a clean break.
The appointee arrives in the role from the strategy seat. Mayberry has served as Executive Vice President and Chief Strategy Officer since May 2025, and before that as Executive Vice President and Chief Innovation Officer from October 2022. She ran the company's real estate function as Executive Vice President, Real Estate from May 2015, a period in which the business reshaped its property portfolio. She joined in May 2003 and has also held the posts of Vice President and Deputy Chief Development Officer, Vice President for research, contracts and proposals, and Managing Director for state partnership relations.
That sequence matters for how the market is likely to read the appointment. The three roles she has held most recently sit across strategy, innovation and real estate, which are precisely the levers a company of this shape pulls when it is repositioning its asset base. An internal candidate drawn from those functions signals continuity of direction rather than a change of course, and Mayberry said as much in the announcement, committing to continue the existing capital allocation strategy.
Mark Emkes, chair of the board of directors, credited the outgoing chief executive with leaving the company stronger and more flexible and said he had positioned it well for the future. Swindle, for his part, described the chief executive role as the greatest professional honour of his life.
The company has not published an effective date for the change, and the announcement treats the transition as immediate. Nor has it named a successor to the chief strategy officer post Mayberry vacates, which is the obvious next appointment to watch.
Mayberry holds a bachelor's degree from the University of Tennessee, a juris doctor from Vanderbilt University and a Master of Laws in taxation from the University of Florida. She practised law before joining the company, and the tax and real estate background is an unusual one for a chief executive in this sector, where operational careers are the more common route to the top.
The appointment continues a pattern across United States listed companies this year of boards reaching for internal candidates with balance sheet and portfolio experience rather than external operators, particularly where the strategic question facing the business is what it owns rather than how it runs.
