Fahad AlSaif

Fahad Abduljalil Al-Saif held the position of Chairman of Emaar, the Economic City from 2023 until his resignation on February 19, 2026. Al-Saif holds a bachelor's degree in Management Information Systems (MIS) from King Fahd University of Petroleum and Minerals and brings over 20 years of corporate, investment banking, global banking and markets experience.

Prior to joining the Public Investment Fund in 2021, Al-Saif served as the first CEO of the National Debt Management Centre, where he was HSBC's Saudi Arabia principal contact person for corporate finance and capital markets. At PIF, he served as Head of the Global Capital Finance Division since 2021 and became Head of the Investment Strategy and Economic Insights Division in 2024.

His responsibilities included formulating PIF's long-term investment strategy, overseeing asset allocation, championing the sustainability agenda, and spearheading PIF's artificial intelligence strategy. Al-Saif was appointed as Saudi Arabia's Minister of Investment on February 12, 2026, following his tenure at Emaar and PIF.
