It is funded largely through the transfer of state assets and invests through four sub-funds covering infrastructure and utilities, healthcare and pharmaceuticals, financial services, and real estate and tourism.

The fund's board is chaired on a non-executive basis by the Minister of Planning and Economic Development and includes representatives of the Ministry of Planning, the Ministry of Finance, the Central Bank of Egypt and the General Authority for Investment and Free Zones, alongside seven independent members. TSFE is a member of the International Forum of Sovereign Wealth Funds and supports the structural reform agenda set out under Egypt Vision 2030.
